Population increased to 163,610

The population of Quirino was 163,610 persons as of August 1, 2007, based on the 2007 Census of Population (POPCEN 2007). This figure was higher by 15,035 persons over the population count of 148,575 persons in 2000. The recent population count for the province translates to an annual growth rate of 1.34 percent for the period 2000 to 2007, lower than the 2.71 percent annual growth rate registered for the period 1995 to 2000.

The number of households reached 36,403, which was 5,822 households more than the 2000 figure. The average household size in 2007 was 4.5 persons, which was slightly lower than the average household size of 4.9 persons in 2000.

BAYOMBONG, Nueva Vizcaya, Philippines — Education officials, coaches and athletes participating in the 2010 Cagayan Valley Regional Athletic Association (Cavraa) meet have expressed disgust over the conversion of the event’s opening program into a campaign rally for a political party here.

The officials, who asked not to be named for fear of antagonizing political leaders here, said they were embarrassed that a number of politicians took advantage of the event on Friday to praise Sen. Manuel Villar Jr., the Nacionalista Party standard bearer, and other candidates in the May 10 elections.

Cabarroguis, Quirino (18 January) — Congressman Junie E. Cua has challenged the 1, 859 athletes from the seven competing teams who will be competing in the Provincial Meet from January 16-19, 2010, to work hard and exceed their performance in the 2009 Cagayan Valley Regional Athletic Association (CAVRAA) meet.

In his inspirational message, Cua lauded the Quirino Basketball team that emerged as Champion in the 2009 CAVRAA meet.

CABARROGUIS, Quirino—The Quirino provincial health office has reported that the number of malaria-stricken residents have substantially gone down to a manageable level.

“From 1,200 cases in 2003, it is now down to just 5,” said Quirino health educator Ruth Payumo.

As a preemptive shield against the spread and reoccurrence of malaria in town, a memorandum of agreement was signed earlier by Global Fund-Movement Against Malaria/Filipinas Shell Foundation Inc. (GFMAM-PSFI), the local government of Cabarrroguis and the Australian mining company OceanaGold Philippines (OGPI) at the municipal hall here.

Cabarroguis, Quirino (12 January) — Despite the threat to rice sufficiency posed by the El Nino during the first quarter of 2010, the National Food Authority (NFA) provincial office has assured a steady supply of rice in the province for the next months.

Based on the stock inventory report issued by their office, a total of 9,010 bags of palay which is equivalent to 5,856 bags of rice aside from the 18,223 bags of rice stocked in their warehouse.

To further increase the rice supply in the province, Wilma Garingan, NFA Quirino economist said they will increase their palay procurement target from 100,000 bags in 2009 to 115,000 bags this year through their Palay Marketing Assistance for Legislators and Local Government Units (PALLGU) program.

Meanwhile, the NFA has also intensified its rice distribution program through its accredited rice outlets such as the Institutionalized Bigasan ni Gloria sa Palengke (BGP), rolling stores, Tindahan Natin Outlets (TNOs) and the Bigasang Bayan Outlets (BBO) funded by Congressman Junie E. Cua and Gov. Dax Cua.

To date, there is a total of 121 NFA accredited outlets: 55 active TNOs, 46 BBOs, 16 IBGPs and 4 Tindahan sa Parokya.

The TNOs and Tindahan sa Parokya are selling rice at P18.25/kg and P25- P30/kg for the BBOs and IBGPs.

Cabarroguis, Quirino (12 January) — The Bureau of Internal Revenue, Revenue District Office (RDO) 16 here was able to collect a total of P142,590,774.67 from January to December of 2009, surpassing its tax collection goal of P122,513,000.

The RDO No. 16 2009 collection performance report showed an increase of P20,077, 774.67 or 16.39%.

Erlinda A. Sarenas, OIC-Chief, Collection Section said the biggest slice of the collection came from the Department of Public Works and Highways DPWH) projects and from individual income taxes payments.

Sarenas added that the increase in tax collection was also attributed to the enhanced collection and information campaigns initiated by their Revenue District Officer, Cleofe Flores.

Sarenas also expressed optimism that their improved tax collection will be sustained with the coming of their new RDO in the person of Teogenes T. Abrigo, Jr. RDO Cleofe Flores will be assigned at Nueva Vizcaya.

Last month, newly appointed BIR Commissioner Joel L. Tan-Torres reshuffled the Revenue District Officers in a move to address shortfalls in collection target starting this month.

Cauayan City, Isabela (11 January) — Department of Agriculture (DA) Regional Director Andrew Villacorta fears that in the next two weeks the effect of El Nino might be felt in the region.

The DA official said that if rains will not fall in the watershed areas of Magat Dam there will be a big effect especially to rice farmers because the dam waters is nearing its low critical level.
